Basically, I'm trying to make a client-side dependency mod for my server-side mod (something like a spigot plugin since it's server-side only). Since I can't give the client the server-side mod, I need to give a separate mod with a DIFFERENT mod ID.

Maybe it's fine if it has the same mod ID as the server-side mod, but my server will have minigames and stuff. For minigame #1, the client needs to have the minigame-1-client-mod enabled. For minigame #2, the client needs to have the minigame-1-client-mod enabled (AND THE minigame-1 client mod DISABLED). Is there a way to do this?
